In the Administrator, go to System. In the Maintenance section, you will see a "Clear Cache" link.

Are you using any external caching service like CloudFlare?
Do the changes show if you try a different browser or device?
You might wish to try this extension https://extensions.joomla.org/extension/cache-cleaner/. while I don't know what technical difference it makes over the standard clear cache in Joomla core, it claims to be "better"![Smiley :)]()
